Can. 1315 §1. One who has power to issue penal laws can also reinforce a divine law with an appropriate penalty.
§2
Can. 1315 §2. A lower legislator, attentive to can. 1317, can also: 1° reinforce with an appropriate penalty a law issued by a higher authority observing the limits of his competence by reason of territory or of persons; 2° add other penalties to the penalties established by universal law for some delict; 3° make determinate or obligatory a penalty established by universal law as indeterminate or facultative.

Can. 1315 §3. The law itself can determine a penalty or leave its determination to the prudent appraisal of a judge.
